Yes. Activating a focus is a voluntary act. It is not automatic according to
the rules (although the deactivation of a focus IS automatic when it's no
longer in contact with its owner). For one example of the mundane uses of a
weapon focus see the opening chapter of Crossroads, conveniently posted on my
website (shameless plug).
