To make them you have to 'first bond' them to someone. They are then
linked to that person who need not be the creator. Later they are

What you need is Anchoring. Prepare the weapon and then put your
spell complex on the thing, detect enemies sword would need a detect
enemies spell linked by a link to a second spell that passed the
information to the weilder, eg an illusionary message or a thelpathy
spell of some kind. Ok it needs an initiate to set it up and reset it
by anyone can wield the weapon assuming the information transfer is
got right though you would be better simply putting a detect enemies
spell on the person rather than the sword.

You can also have weapons that detonate spells on hitting blood
e.t.c. with the right custom research spells, and although i don't
like sustained damaging manipulations you can according to the rules
under Anchoring add sustained damaging manipulations to weapons for
burning swords e.t.c. that do increased damage.

Anchoring will do most things you can think up though actually
implementing them correctly is not quite so simple and the karma
costs can get rather high very quickly.

Just be careful with Anchoring it is very flexible, and therefore
potentially VERY powerful though the practical applications are very
limited by the karma costs.
