Couple things:

Concerning the fact that DMSO wont "stick" to the shot from a shotgun round,
why not make the shot from the round out of lots of little plastic pellets
filled with DMSO + <toxin of your choice>? Think of them as miniature
paintball rounds, packed in a shotgun shell. True, you would need a lot of
pellets to contact the target, but same as for the shot.

Now, for my last comment about SR weapons tech. As we have been debating (and
debating, and debating, ad nauseum), weapons tech is way behind armor tech,
and the weapons of SR are similar to the weapons of today. But, there are
several weapons in SR that use needle rounds. (I don't know the names of
them all off hand; some are in NAGRL though if you are looking for examples)
As said in a previous post, if the "shot" from one of these Anti-personnel
rounds was replaced with needle flechettes, I think you would find that there
would be a lot more target hits downrange, as you would have a larger amount
of stuff moving at your target. I think it would work; if you don't, it's your
game. Believe me, I am somewhat sorry that I ever brought up the topic of
40mm anti-personnel rounds.

The answer is no. The gunpowder would obliterate the DMSO filled
plastic pellets. Paintball guns on the other hand...

I seem to remember from when my dad used to reload his own shotgun shells that
some sort of plastic buffer goes inside the shotgun shell, between the powder
and the shot. Wouldn't this buffer protect the shot from the powder explosion,
so that it stays intact?

No. You have to remember that the pellets would be hollow to allow
for the DMSO. The skin would have to be thin enough for "splat on
impact." In order for the pellets to be sturdy enough to withstand the
blast from the gunpowder, they would be too thick skinned to burst on
impact. They would probably just bounce off armor or leave nasty
welts. Remember, DMSO is liquid so the pellets wouldn't be all that
sturdy.

What about a plastic or base metal discarding shot cup like in traditional
shot shells?
