I wouldn't be surprised if it turns out that 20 years ago some kook drilled
for oil right about there, and then when the well turned out dry, abandoned
the rig,which, 1 year later was claimed by an aquafarming comune which
declared itself the Third Peoples Republic of Fredonia (population 120),
which, when it is destroyed in the coming seafloor cataclysm, turns out to
be owned by a Draco shell corporation, claiming extra-teritoriality. The
fact that the Fredonian survivors were the first to set foot on R'yleh,
Skull Island, Atlantis West or whatever pops out of the sea should help the
claim too. Not airtight, by any means, but good enough that few people
would be willing to go against Draco's and Boeing's lawyers.
