They're elves who were born before the Awakening -- like, now, a hundred
years ago, or whenever, as long as the general mana level was supposed to be
negative. Mostly born to human parents, just like elves in 2011. The
commonly accepted theory is that the mana level isn't the same everywhere,
so if you happen to be living in an area where it is higher than normal
(above 0, I suspect), your kid might end up being an elf. Many spike babies
were brought together by some of the immortal elves who now run the Tir,
getting them a population for a country that didn't even exist yet until 2035.
The Dodger is an example of a spike baby -- he's at least 80 years old
(can't remember exactly, read Never Trust An Elf for more on him).
