It's usually used in reference to the main rule book (Big Black Book).

In its original use it meant Big Blue Book and referred to the 1st edition
rule book. You'll sometimes see BBB1, BBB2, or BBB3 (referring to 1st,
2nd, and 3rd edition respectively).

The hard cover of the 3rd edition that was sold at GenCon 99? confused the
matter further when list members started calling it the Big Black Book.

'99 is correct. AFAIK, it's also called BABY (Big All Black Yearbook), 1000
books were printed back then.

BABY is the more common name for this book, AFAIK -- though BBB would help
to create more confusion :)
