First, much of what Striper does can't really be done in stock Shadowrun
rules. Given this, I'd just make the Kang a heavy pistol, perhaps with
hotrodded ammo of some sort, and chalk the extra effect up to skill,
complete surprise, and GM whimsy.

If you want something more nasty, put its damage about halfway between
the existing heavy pistols and an assault rifle; minimum strength 6 to
fire, single-shot only, monster recoil.
