I agree with a set number for the power and a damage code of 'L',
however, you could try a Quickness/2 L since a whip is based on speed,
not strength.

Take a look at Punching damage compared to spurs damage...
Str M stun compared to Str M physical.
Notice how much more nasty one is than the other just to make it
physical damage.
I think the mace and morning star damages should be the same as the
club (e.g. Str+2 M ) with physical damage.
