It is described to have "Adrenal Stimulators"- and adrenaline is the
hormone your body produces when it needs top gear up to deal with heavy
physical demands. That would provide some boost to the muscle and CV
system, and regularly engaging in such activity would have the same
benefit as any exercise. Still, covering a given distance at a given
speed is going to take a certain amount of energy- and no, the wires do
not supply that energy.
However, in SR3 having wired reflexes (or any other boost to
initiative) has no effect on your movement. You get your walking or
running movement each TURN, divided evenly across each pass, instead of
walking each action, with one running move per turn.
