Seems to me that _both_ versions of the priority system are skewed.
Recently, I designed my own version that seems to work pretty well: the
characters created with it didn't look too strong or too weak (though
they havent't been playtested yet...)
First, I decided to restore the "added priority" system... only this
time, the priorities add up to 9 instead of 10. Therefore, any non-
metahuman, non magical characters created under the second FASA version
would still be legitimate, and not underpowered.
Second, to be a Metahuman costs 2 priority points. This makes it easier
to be a metahuman without making them too powerful. Finally, full magic
use costs 3 points, adept use only 2.
"What!?!" you cry in horror. "You mean I can make a troll physical adept
for only FOUR POINTS!?!?!?" Yes, but remember, the new total is 9. That
means that your beloved character will only have 5 priority points to
spend on attributes, skills, and tech, whereas a non-meta mundane gets
a whopping 9. Seems to balance out to me.
Before you praise or condemn this system, try generating a few different
types of characters with it. I'd like to hear from you.

PS- Thanks for the praise, Matt. I'm rather fond of the Kurgan
myself. :-)
