First, only Riggers get to make a Position Test, since it requires a
Control Pool to make one. Non-riggers get to move at cruise speed, and
may take whatever actions their ][nitiative gives them. Of course, the
driver must spend an action just like a Rigger must.

Now, if a Rigger gets 0 successes on his Position Test, he spends the
whole Combat Turn controlling the vehicle and can do nothing else.
This usually means that he's got some kind of problem that requires
his full attention. The vehicle moves at its Cruise speed.
