I have one character that I played fairly heavily for about 8-9
months (on the *average*, one all-day session, once per week plus one
shorter evening session.) and the highest skill she has is a specialization
in a weapon at 8 which started at level 6.
I think that one thing that we all have to look at when making
judgements about these things is how much karma is usually used to save
one's butt. I usually ended up using two to four points to save my butt
every run. Over the long run (no pun intended), this can really add up.
Also IMHO, when a character starts to get more than a couple of
skills at 10+ levels, one should start to think about retiring him or her.
As someone already pointed out, since an average skill level in SR is
about 3, having a 10+ is something like being an Einstein or Feynman in
your field (not necessarily to compare the two scientists). 8 or 9 should
qualify a character for legend status (s/he is one of the best in the
sprawl).
