I once had a flexible priorities system for ShadowRun, in which I attempted
to change some things in the rules that bothered me, as well as to add some
new options. Essentially, I split up Karma and Nuyen, made the scales go up to
5, and gave the players 12 priority points to spend. A quick added rule
was the necessity of spending two points on karma (I had a seperate scale for
magi and norms).
Things were thoroughly insane at the point when I left for college, and I
would suggest major changes if anyone were try to repeat my attempt.
One of my additions was "Exotic" at priority 5 on the Race column. This, of
all the things that I did, caused the most problems.
Shapeshifters destroy balance in any action oriented game. Vampires are
even worse, and when I was queried about a dragon, I asked if they had 10
priority points to spare.
The Sasquatch character, however, never presented any problems, and I always
thought that a leshy might be amusing. Even Shapeshifters or maaayyybbee
Vampires would be acceptable if you destroyed their Regeneration ability.
Wendigos could also be cool.
If you are going to use HMHVV races though, I would hope that you learn from
my errors, and make it very difficult for them to feed. Vampire PAs maxed out
at 12 magic are truly terrifying. This was even when I had changed the rules
to make it 1 essence lost per day instead of 1/week.
