My take on the the "rigger lethargy" issue is the same as the general
response to the "decker lethargy" issue. In any game where there are
characters with diverse abilities (and weaknesses) the challenges are
going to have to be equally diverse and of course not everyone is going
to be happy all the time. I also suspect that part of the problem comes
from the "combat mentality" that is endemic to Shadowrun itself. In my
opinion, structuring adventures as a constant "get the info, make the
snatch" run places too much emphasis on the fighting characters and
ignores much of what makes the cyberpunk genre interesting. As long as
combat isn't the sole focus of the game, your rigger can be useful for
stuff like negotiations or just plain common sense. Perhaps you could
invest in a high Charisma score, or something. When the situation does
come down to combat, the Rigger could perhaps be instrumental in planning
out combat strategy, and could even provide remote coordination through
headsets or a drone.
