I believe that IC engines, Gridlink, batteries, and whatever else you use
to power your vehicle should take up different amounts of space. Even in
the 21st century, battery volume will be much larger than an IC engine of
comparable power. An the whole point of things like solar cells and Gridlink
is that they don't take up much space, theough they have more severe
restrictions on operation.
And while I like the idea of saying that engine space is not
passenger space, what do you do with extra space under the hood? If you
can't make it passenger space, could you at least make it cargo? Or
maybe the designer should be able to define the amount of space allocated
toward each (and not be able to change it after the start of play without
an an extensive overhaul-ripping out a seat or two, padding the trunk for
the Troll's seat. . .
