I can understand your problem with the shaman who loved quickening too much.
I myself have used a few of those tricks myself, but wisely decided that I
shouldn't annoy my GM by going overboard. That's why my quickenings consist of
a F 1 increase Charisma +3 (great for summoning), F 1 increase Reflexes +3
(because they changed Personal Combat Sense between editions), and a F 3
Personal Combat Sense.
To control your shaman just use classical role-playing solutions to solve
them. First the next time they invade some Corp facility and get nabbed by the
Wage Mage, instead of running into the fray guns a-blazing take a few turns to
go astral and kill a quickening or two. After the run, sit down with the player
and explain to him how you feel about him quickening so many spells, and explain
that he could use his karma to better effect by increasing his real attributes
rather than relying on his spells and quickening.
Remember, just because something has been done, the GM still reserves the
right to reverse his rulings if they unbalance the game.
