Just checked my friends copy of Shadowrun II and guess what? Your right.
For reach modifiers to target numbers compare reachs. If equal then no mod
to either combatant, if different then the higher reach subtracts the difference
while the smaller reach adds the difference.
Moral of the story is don't fight troll with combat axes with your bare hands.
