Highlander: Cybermodems, or more importantly cellular modems of a type capable
of carrying the information necessary for decking are mentioned in either the
basic or VR books as not being currently available due to technological
inability. This is because of the transmission speeds necessary for
communication of a virtual reality can get a bit large I imagine.

In game terms, I think it's just 'cause Dowd didn't want folks decking in from
a remote site with absolutely no hookups.
