I would suggest that any Incendiary round be given a +1 or +2 to the Target
Number. This is due to the fact that incendiary rounds do weird things in the
air as they travel. The heat they generate gives them tumble and strange spins
(Most of my players wouldn't be hampered by a + to their TN)
I love the idea of shooting at oil drums and gas cans (There's always one
laying around isn't their) and watching it go up in a big ball of flame. :)

The modifiers look good to me as a trade off between power of the round and
difficulty of launching a round that heavy.

This one seems a bit much, but then again...Players will do anything to gain
an advantage. (So will the enemy)
