Not through the eyelids. There is a large number of blood vessels in your
eyelids for the purpose of keeping your eyeballs warm. I have always
assumed that someone with thermo cyber-eyes can menatlly switch them off.
How else would you sleep? (If you closed your eyes with the thermos on,
you would see a nice thermographic of your blood vessels in your eye-lids.)
As for a blindfold, most types of cloth would block the infrared, I think.
I just bought some infra-red film the other day. I'll take some pictures
through various types of cloth and see what I can come up with.
