I would like to contribute my 2 nuyen worth into this debate. I do believe
that more of th mages would not be casting Fireball spells as much as they do
but one way of preventing this is by increasing the amount of damage the spell
can do to the caster. If a person has a power focus it should enable him to
control more magical energy but I don't think that his body should not have
to resist this increased magic flow. The Foci that are used allow the sacter
(caster...sorry) to increase th powr but his body should still suffer the
effects of this added power. If you are looking to restrict magic down to less
use of the really powertfull combat spells just do something that prevents the
mage from resisting drain so easily or just flat out increase the drain on
all of the COmbat spells. I don't think that you should do away with spells
due to the fact that they do come in really useful in a tight situation. I
enjoy using the illusion spells to distract and to confuse my enemies so that
they are easier to hit.
