this is through karma. Astral perception and projection, for example,
can be performed without knowing sorcery and are learned skills.
Similarly, spellcasting without sorcery is possible (though without a
magic pool, it sure ain't easy) and must require some time and effort
to develop it. Assign some karma cost (something comparable to the
cost of initiation seems about right -- maybe a bit more), and some
number of months (years?) of game time either studying with a master
or meditating before the basic skill set become easy enough to think
serious spellcasting or conjuration. If the character doesn't go through
this training, s/he has magical potential, but no real abilities -- s/he
has an interesting looking aura, and, occasionally, catches glimpses of
astral space, or has "waking dreams" which are like astral projection but
less controlled.
You can also bliffle it this way: the chances of having magical ability
are 1 in some large number (a million?). Therefore, a PC has a chance of
1 in 1000000 of becoming magically active, assuming s/he wants to be.
This corresponds to a die roll with a target of some very high number
(I don't have my sheets in front of me -- I think it's something like
one die, target number of 50). Of course, if the character would like
to burn karma points to reroll failures... this method is
probably too draconian, however.
