Mages can't cast spells through electronic binoculars (and neither
do optic enhancements work through them; the ebinocs must be made
to do them). They can cast spells through optical ones, and optic
enhancements will work through them; this is why you see some
street sams with optical binoculars.

I don't remember anything in SRI or the SSC that says that electronic
cybereyes (the only sort there are, frankly) render a mage blind magically,
and the rules do state several times that if a mage pays essence for
cyberware, it's treated as an organic part of his body for using it for
magic. I find myself disinclined to look; I know how the ruling goes
in anything I'm likely to play or run.

Shapeshifters are a different kettle of fish than mages; for one thing,
the operation is going to be a real bitch, as others have commented.
I'd allow cyberware in a shapeshifter, personally, but it would have to
be an insane one; if it ever shapeshifted to its other form, the cyberware
is automatically rejected.
