During one of my RARE vehicular design endeavors, I actually questioned the
Dark Lord on High as to the accuracy of this statement in the rules, which
he validated. The phrasing and description accompanying his affirmation
included the following:

One does not merely disconnect an autopilot system/rigger controls, but one
also removes the mechanical apparatus pertinent to cybernetic and automatic
operation, including the servos, wiring, circuits and other devices. These
inhibit (to a limited degree) the purely "organic" control of the vehicle,
according to Dowd, and the removal of which enables greater flexibility and
rapidity of action.

Note please the above benefits do NOT apply to "rigging" a vehicle. Should
these systems be removed, cybernetic operation of the automobile is no longer
feasible, as the necessary control mechanisms are no longer present.

Therfore, the bodyguard above alluded to could perform such an operation for
the mentioned benefits, considering she does not utilize cybernetic vehicle
control.
