Subject: Rigger puzzles

I have a question: a friend of mine wants to play a rigger, but ran into some
problems with the skills. Do you gain proficiency with, say, a wheeled drone
by having the Car skill? Or a winged drone by having winged aircraft skill?
If this is the case, why does the rigger in the rule book have 3 air drones,
and only ground vehicle skills?
Right now I'm saying that the rigger archetype is screwed, and am requiring
only that you have the proper vehicle control skill to use a similar drone.
Any feedback on this will be most welcome.
