Shadowrun II, page 85:

Only characters with a Vehicle Control Rig (see p. 104) can use a Control
Pool.

This is the *only* restriction on having a Control Pool. You are confusing
with the Deckers who only get a Hacking Pool if they have the Computer skill
for real, or mages who only get a Magic Pool if they have the Sorcery skill
for real. If I'm wrong, please point out pages in the SRII book.
