Gee, Min -- we were taught in Demonology 101 that the best way to avoid
notice is not to invoke the Dread Names. But I can see your obvious
deductive logic in placing Shiv, the (was it only?) 17th Level Raven
initiate shapechanger vampire as the malefic force behind the Dead Zones
(an idea that I don't like, either).

I have no idea, however, if Keith was the one who created the DZs or not.
I did like his spells for creating magical swords, though.
