Shadowrun II page 85 states:

Control Pool

The Control Pool is used by riggers to augment test relating to vehicle control,
such as Driving or Piloting (p.183) and Postion Test (p.105).

A rigger's Control Pool is equal to the character's Reaction, modified only by
a vehicle control rig. Reaction bonuses from other sources are of no help.

The Control Pool refreshes in accordance with the standard Dice Pool rules.
See _Vehicle Combat_, p.105, for special rules related to the Control Pool and
Positon Test.

The maximum number of Control Pool dice that a character can add to any control-
related test is equal to the base number of dice involved in the test. That is,
the maximum number of Control Dice that a character can add to a control-related
test is equal to his rating for that skill he is attempting to use.

Only characters with a Vehicle Control Rig (see p. 104) can use a Control Pool.


To me this means that a character must have a VCR to get a Control Pool, but
must have a skill with that specific vehicle type to use the Control Pool to
assist with test. Defaulting would not work since you are not using the skill
in question to make the test.

Also, if using the default skills were allowed, unless you were defaulting from
a ground, air, or water vehicle to one of the same class you might as well just
default to your Reaction. It's closer on the Skill Web and should be higher
than your skill in any vehicle. Also this means that if you have Car 6 and Bike
3 that you are better off defaulting to your Car skill when driving a
rigged-bike than you are using your Bike skill!
