I really hope not, too. But, just for the record, from the softcover SRII:

p.32
The Rule of Six does not apply to Initiative (see p.79).

Or, to put it more susinctly(?), the Rule of Six applies to Success Tests.
Initiative is *not* a Success Test, therefore the Rule of Six does not
apply.

Got it?
