Rat:

There is a problem with your example. Their are two ways to defend yourself
in melee combat. You can counterattack, or you can try to dodge the attack.

If you follow the logic of the Combat Pool example, the person defending Unarmed
with a default from Armed Combat cannot use his Combat Pool to Counterattack,
but he could use it on the Damage Resistance Test for Dodging the attack.

In case you are confused you can do one of two things when defending against a
melee attack, Counterattack or Defend. If you counterattack you use the
appropriate skill plus Combat Pool Dice. If you defend you use just the skill.
If you are hit then you roll only Body dice if you are counterattacking, but if
you were defending you get to roll Body dice plus Combat Pool dice.

This means that you can defend yourself from an attack regardless of which
combat skills you possess, you just can't use your opponents attack to kill him
if you don't know what your doing.

No on Riggers I must just say your suffering under a delusion. Just because
your a Rigger doesn't mean you should or are supposed to be an expert with every
vehicle in the world. You could easily just specialize in just one or two and
be a very competent Rigger. Maybe your a ground specialist (Bike & Car) or
maybe your an air specialist (Aircraft, Rotorcraft, and Vectored Thrust) or
maybe your an aqua specialist. That doesn't mean your not a rigger, it just
means you can't do everything.

See Ya in Shadows,
