After looking at all the post on the Spinal VCR, I'll have to say that overall
its not bad. While everyone was running around looking a the number of dice
in initiative and the essence cost, nobody bothered to bring up the point of
Control Pool.

Given a Rigger with base Reaction of 6 and a VCR 2 you get:
Initiative 10 + 3d6 (Range 13-28) and Control Pool of 10.

Given a Rigger with base Reaction of 6 and a S-VCR 2 you get
Initiative 7 + 4d6 (Range 11-31) and Control Pool of 7.

This means that overall, the rigger with VCR 2 is superior to the rigger with
S-VCR since he has a higher minimum initiative and more Control Pool.
