1: I believe drones can be fought over. I won't detail the technical
details required; I just think that there's a rule that lets two Riggers
engage in a control contest.
2: Don't know, don't think it's covered in the game specifically. If you want
to make up your own variant rules based on suppositions, go ahead.
3: I forget the question. I think it was "jammed". This is what happens in
the case of a tie in an opposed control contest mentioned in 1 above.
4:Don't know. I never realized that vehicle combat was at such a different
scale. I think that if they give you speed in meters/turn or action, you
should use that rate when the vehicle interacts with people combat, but
the only reason a different time scale should be used for vehicle combat is
when it's just vehicles and it's silly to make control rolls every 3 seconds.
Here's a side note, though: How many cars do you know start that quickly?
And how fast can you plug a cable in? I suppose it can be done, but that's
pretty amazing.
