Currently, electric engines can reach speeds in excess of 65 mph, or
roughly, 104 km/h. So an improvement of even 100 kmph isn't terrible
excessive. The main problem with electric power is maintaining the power
flow, not the rps, and that problem is solved by the power net under the
roads.
