Player actions improve dice rolls, not make them worse, unless
they do it deliberately.
That is, roll the social skill in question, and then let the
player talk. If they do something clever, they can improve;
if they're tounge-tied but playing a social, adroit character,
they do no worse (and they do get to talk, instead of just rolling
the dice and going).
This seems like a reasonable balance between the two schools
to me.
