Because, this device will allow the user to pick up ANY weapon and use
it, smart or dumb. Also, movement will not hinder the aim so long as
the eye is still focused on the target. The arm does not wobble, as
it is like a form of eye hand coordination that is way beyond human
norms. Effect no -1 when moving.
