The Bioware rule is in there because I don't own Shadowtech (yet). Until I
get a chance to read it over, I don't want it in my campaign. Probably I'll
end up allowing it if its that common.

They can have spells without magic theory, just not start with one at a
force higher than 3. Once the game starts, they can learn spells at a
higher force, if they can find a formula.

I just don't want to establish a precedent of making spells available
through easy purchase at higher than force 3. "I go down to the local Spelz
-R-Us and buy Fireball-7 with my cut of the payoff." I will probably use
your suggestion for calculating the base price, though they'll have to
negotiate.
