You're not wrong, it's FASA that screwed up. (gee, FASA having typos? Nah...)
We talked to Tom on this one, and he _specifically_ said that the book was in
error, that it should be instant. He has also said that it _should_ (not IS,
but SHOULD) be possible to create a Sustained Damaging Manipulation spell.

Um.... if I remember right about the anchors, you can activate them with a word
(FREE action), or by touch (SIMPLE action, possibly free). You can make it so
that they activate at the same time (link).
