Well, how about a 'recomended spell'? Something along the lines of "If
you'r going to combat, then you're going to need this..."

That's dictating the character a lot. Shamans _do_ have some freedoms in
life...

Well, that works, but it's a titch harsh.

So work in the restriction that, in a combat the shaman must use the most
efficient means possible to subdue / incapacitate the enemy. If the means
are 'subtle', all the more better (I:E: Using a mana dart over Urban Renual
would make Panther happy.)

Tigers roam about 10 Sq. Miles. So Cougars are somewhat similar.
