Yes indeed, you can use that beat-up old AK-97 to assasinate people.
The reason it isn't done much is that most snipers want to be a long
way off. But you have good range with a standard military grade
rifle, so put a scope on it, fit a gas vent, and hit your target with
an aimed burst. No need to waste your time or money concocting some
strange sniper weapon. If you feel that strongly about it, go out and
pester all of your contacts about getting an assault cannon. They
have good range, and if a cannon won't do the trick...

...have a mage zap the fiend with a LOS manabolt or something. If you
want stealth, use the sniper rifle. If you want the fiend even
deader, use something more, like an aimed burst from a bipod-mounted
LMG with gas vent and then run away before they figure out where the
shot came from. There's no real need to make some new weapon, unless
you want something with a certain style, like uranium tipped 50 caliber
nuclear rounds shot from a weapon that two people have to carry. :-)
