I think the magic battery idea has merit but I recall a comment in one
of the books that says magic items don't work in space either.

As for magic on the moon (and space stations, other planets, etc.)
I believe that if a fully selfsufficent biosphere can be created within
a colony then magic can exsist there. Bur this means that the trees
provide all oxygen, there are insects for animals to eat...basically the
earths boisphere needs to be duplicated (for people who think this is
easy play Sim-Earth on the SNES).
