Feh! I mucked up a bit (must have confused something in 1st edition,
probably). Here's the correct answer, according to the big book (2nd
edition) + errata:

When attacking a vehicle with *no* armor: reduce the damage code of the
attack by one level (D=>S, S=>M, M=>L, L weapons can't damage vehicles).
The vehicle's Body rating is treated like normal armor (not a barrier!),
reducing the Power of the attack by it's Body rating. A Body test is then
made against this T#. Example: an 8M pistol against a normal car with a
4 Body would make a Body test with 4 dice against a modified attack of 4L.

When attacking a vehicle with armor: armor acts as a Barrier Rating. If the
base Power of the attack (unmodified for burst or autofire) is less than or
equal to the armor of the vehicle, the attack will not penetrate. If the
attack does penetrate, reduce the Power of the attack by the Armor Rating
plus Body Rating, and reduce the Damage code by one level, as above. The
vehicle then makes a Body test rolling it's Body dice plus 1/2 it's Armor
Rating equal to the reduced Power of the attack. Example: the same 8M
handgun against the same car with a bit of light armor (2 Armor, 4
Body). The attack is reduced to 2L, and the vehicle rolls 5 dice (4 for
Body, 1 for 1/2 it's Armor) against a T# 2L.

Finally, weapons that are designed to attack vehicles do *not* have their
damage code reduced, though their Power is reduced by vehicle armor or Body
rating.
