No, it is ok for people on Compu$erve to sign up to these lists. It is
NOT ok for Compu$serve to sign itself up and then maintain a local database.

One is people paying for access, the other is a commercial organization
taking advantage of a research network to charge money to its paying
customers.

For the BBS thing:

If he didn't keep anything online, then people on his BBS could get these
postings (as regular email for example). If he collects everything into
a local database, then he is in violation.

This assumes that he charges anything for access.

Of course, I don't like the idea of stuff propogating outside of my own
control, but that is a personal opinion....
