Why? Lots of reasons. Maintainance and upkeep costs are going to be a
bitch, significantly higher than an equally-priced "normal" vehicle.
Try getting one onto a commuter craft or airliner/suborbital flight. And
you can totally forget about stealth in 400 kilos of walking armor.

Sure, power armor is great in a stand-up fight, but /getting/ it there in
condition to be useful is /not/ going to happen on the street without a
fairly large organization backing it.
