Remember that you don't have to learn the spell with a fetish, you
can learn it at base force.

Correct, the only way to learn a spell at 7 using fetishes is learning
either a force 6 spell with a reusable fetish, or a force 5 spell with an
expendable fetish.

Corect if the spell is learned as requiring an expendable fetish, then
you can only cast it with an expendable fetish, not a reusable one. And
you are in deep trouble if you dont have any fetishes as you wont be able
to cast the spell at all.

Note: that the fetish foci doesn't require the spell to be learned with a
fetish option.
