Water is polar. So yes, your second reason is valid from that PoV.

Look at it this way. If you have a bit of bioware that lets you pick up EMag
fields, think about what would happen if you walked past any sort of CRT that
wasn't perfectly shielded. Bzzzzzzt! *grin* Or high-tension power lines --
they're unshielded, anyways.

That presents a few small problems, eh? *grin*
