I'd say that the rating of your Browse program should do. Since the
library is computerized, I think that what would take those 1920's
investigators a week would take maybe a couple of hours (dictated by how fast
you can read) - in otherwords, it could be played in realtime, not "Well,
after lunchtime you spot a newspaper clipping from two years ago that
mentions _Dark African Sects_ "
It makes a good sort of game, but given the things some corps, nations, and
mages are doing, the horror aspect can get a bit dulled.
It's up to the GM to make it work (as always). It's tough to do, but worth
it.
