I think what you have here is essentially either a cyborg or some form of
power armour, at least that's the way I see it. Of course if you really want
the rigger to move that fast just put wires into him. As for feasability, I
dunno, why not ? The technology is there and it could be done, in fact this
is one of the major arguments for power armour in shadowrun.

So if you want to do it, why not, just be warned this could easy lead to an
army of super riggers that wander round in power suits controlled by their
VCR interfaces. Hmmmm ... but limited and used in the right way it could
create a VERY interesting threat to your players.

Imagine they are sent on a run, ok so they know it's high security, they know
that the corp has got LOTS of troops. But, the corp has just perfected it's
power armour and is looking to field test it.

Maybe they even hired the shadowrunners to field test their security. Hmmm..
I think I may make this into a future run....

Mr Johnson : 'I want you to steal the secret formula from the high security
labs in Fuchi.'

Players : 'Ok, but it's gonna cost, mucho nuyen.'

Johnson : 'Fine, how about 100 000 each.'

Player's pick their jaws off the floor.

Negotiation ensues, Johnson agrees to most requests.

Eventually runners agree with Johnson leaving thinking 'Fools, they will be
the perfect test we've been looking for, and if they get in ... well what do
we worry about, it's a fake lab with fake data after all, it's just the security
that's real.'
