And I would point to a counter example by FASA in the module
Elven Fire. While I personally have not seen the character write
up, the GM who is running the module has describe her in great
detail, including her Clairvoyance (Zero Range) spell.

The astral plane is a separate reality based upon emotions. People
without eyes in the real world adapt their other senses and continue
to function. I would argue the same can be said for those who wish
to function on the astral plane- except rather than rely upon hearing
and touch, they rely upon more emotive senses/traits.
