Isn't that true for most groups?

Well, in my group, experienced players who create a new character usally
buy a couple of clips APDS... solves that problem (at least for the first
few runs).

Then, of course, with the new rules (ie SR2), you don't really need APDS:
you can simply pop your AR on a gyromount, load it with explosives, add a
gas vent 4, and fire 10 rounds into the enemy. Usually kills 'em real
good if they have to resist Power Level 18, wearing something like an
Armor Jacket or maybe Partial Heavy.
