Mostly, they're quite impractical, and the only people that are going to have
them are the corps (MP Lasers are pretty nice against runners...).
Mortars have a limited use, and take time to assemble. This means that
they aren't much of a stand-up fight weapon. Seems reasonable to me. Besdies
which, what runner is going to carry one with them all the time?
MP Lasers, as they say, are not as good as an Assault Cannon, and they're
also MAJORLY expensive. They're not usually worth it, either. If a runner has
one, it can get destyored or stolen too easily...
